Ah Muzen Cab fires off an enormous stinger that deals damage to all enemies in a line, sticking into the first god that is hit, applying Bees!, Slowing, Crippling, and decreasing their Physical Protections for 3 seconds. If the target dies or after 3 seconds, the stinger falls onto the ground for 4 seconds. If Ah Muzen Cab picks up his stinger, he gains a significant reduction to Stinger's cooldown.

Qin's being worthless is incorrect. Its speed is still valuable (though you will need ninja tabi to compensate) because of his hives. Knocking off a percentage of an enemy's life per hit is no joke, especially when you reach mid-endgame in a match when your enemies have lots of life. Combining it with crits and transcendence will allow AMC to hit like a truck.
However, you are correct about shifter's. While it has 60 power, all it brings to the table is power and a tiny chunk of protections. If you want power, you're better off getting Transcendence as it gives 30+ more power than shifter's at max stacks as well as a ton of mana.
